It depends on what you mean. There are obviously many instances where inferring something from silence is totally fallacious. There are other times when it's perfectly sound. The Bible in part is a book of laws and moral codes, and as such is expected to be complete in the sense that all of the major laws and taboos should be covered. And they are: It goes into the minutest detail on all sorts of trivial matters. Add to the mix that abortions were common during the time of Jesus and that God is supposed to be omniscient, and there's a pretty compelling argument that its silence on the topic of abortion implies that abortions are condoned. You're kind of painted into a corner here, because if you disagree with what I've written here, then you have to admit that the Bible is woefully deficient as a book of laws and moral codes. I don't know how you feel about saying that the Bible is terribly flawed in this regard. If you think that's ok, then I guess you can fight me to a draw on this point. Otherwise you're in trouble...
And the situation is actually even worse than I've portrayed it... Not only is the Bible silent on the topic of abortion, but it doesn't even give us any supporting material for us to be able to INFER that abortion is wrong. For example, if they told us that a human being is created and the soul enters the body precisely at the moment of conception, then that combined with "thou shalt not kill" would allow us to infer that abortions are wrong. But it doesn't...

There's no verse in the Bible where it says that embryos are God's gifts or that they are humans or that they have souls. The Bible is completely silent on the issue of ensoulment.

I don't think that it's strange that the Bible is silent on the issue of burning people with lasers... It makes sense to me that stuff like that isn't in there. But I definitely find it strange that it's silent on the issues of abortion and ensoulment, especially considering that abortions were widely practiced during the time of Jesus.
